It's not even clear how to say that. Probably something like:
ti noi djacu cu klani li re lo kabri
This, which is water, amounts to 2 measured in cups.
But {lo djacu} is not a sumti there. As a sumti:
lo djacu je klani be li re bei lo kabri
Water and amount 2 in cups.
Another possibility is to use the number "2 cups" as a quantifier
of {djacu}:
vei mo'e re kabri ve'o djacu
mu'o mi'e xorxes
