The PEG has evolved since then. :-)

But triples is totally arbitrary. I don't like unsubstantiated
restrictions.

I find it outrageous that {sktkplgntriktrptrsft.} is a valid
name while {djeimz.} is not. What was the rationale for that
again?

No, you do need the '.

For example:

fu'ivla: .iglu.
initial rafsi: .iglu'y- gives for example .iglu'yxabju
final rafsi: -'iglu gives for example bardy'iglu
medial rafsi -'iglu'y- gives for example bardy'iglu'yxabju

For CV cmavo, we could use the cmavo itself, but CVV cmavo
would conflict with CVV rafsi, so cmavo can't be used in
final position.
