I don't understand why this is not accepted.

cmene !gismu !lujvo should be satisfied.
stressed-fuhivla-head starts with &cmavo-form, so that is not satisfied.
fuhivla-head <- !slinkuhi &initial-cluster / &cmavo-form syllable (!consonant
syllable)* &non-initial-cluster
slinkuhi <- consonant medial-rafsi* final-rafsi
slinkuhi is satisfied, because {ci'i} is a medial-rafsi but {le}
is not a final-rafsi.
&initial-cluster is satisfied.
Then an empty fuhivla-head should be acceptable. Is this a problem?
cluster absorbs {tc}.
stressed-fuhivla-tail <- syllable syllable+ &spaces / syllable*
stressed-syllable syllable &(spaces / consonant)
syllable absorbs {i}
syllable+ absorbs {'i} and {le}
&spaces is satisfied.
So why is {tci'ile} not accepted?
